December (and End-of-Year) License Plate ReportDecember 31, 2008 Nothing new to report in December, so 2008 has drawn to a close with the same four plates missing: Montana, Arkansas, Mississippi, and (ta-dah!) North Dakota. The year is ending with a snowstorm. 2009 will start with a clean slate and a fresh coat of snow.
